Ray Maloney was born on January 15, 1909 in San Francisco. He attended and played basketball at Saint Ignatius College Preparatory, and in 1928 helped his team win the High School State Championship.
 
He then attended the then Saint Ignatius College as it was transitioning to USF in 1930. He played basketball from 1926 to 1930 with the Grey Fog which was renamed the Dons in 1931. His sophomore year the team posted a record of 16-5, with Maloney leading in scoring over 130 points.
 
Maloney was team captain his junior year, and was known for his consistent shooting and leading the team on the court. When Ignatius won the Collegiate Title at the 1928 Far West Championship and the 1929 Pacific Association of the AAU, they earned their first trip to the National Championship. Despite battling a leg infection, Maloney battled through and was selected as an All-American Honorable Mention for two consecutive years. He was respected by his teammates, and was described as modest, unassuming, and had a contagiously good nature.
 
Off the court, he received the Phi Kappa Chi Award as a senior, was Class President as a junior, and also played baseball. Maloney graduated in 1930, and played for the Olympic Club. He went on to coach basketball at Saint Ignatius College Preparatory and was a Certified Public Accountant.
