In 1943, Frances Anne Dolan was one of the first women to enlist in the United States Navy, and after her military service, she earned her Doctoral Degree in Education at Northwestern University. In 1964, when USF became co-educational, she served as the first Dean of Women. She was at USF to welcome the first class of female students at USF. At that time only a quarter of the student body were women, and today, they make up more than 60% of enrollment. She later became Vice President for Student Development. She oversaw the inauguration of women's intercollegiate athletic teams in 1976, and accompanying scholarship funding for them. During her 23 years at USF, Anne mentored and advised countless students.
 
After her retirement in 1987, she established the Anne Dolan Athletic Scholarship, an endowment to help student athletes, and she became a member of the LoSchiavo Legacy Society.
